Iliad 1 tory as enemy?

At this, Pelides, frowning stern, replied:

    We note here a interesting twist concerning the conversation of  Chrysa   What does troy have to do with her return, why are we waging war against it?

Is this war concerning the ‘hostage’ women already in a fight concerning troy, it does concern them from prior so this war being announced is actually a continued battle based on the first one that has something to do with troy already.
